Fair Opportunity Overview (FAR 16.505(b))

NASA SEWP VI is a multi-award Government-Wide Acquisition Contract (GWAC). In accordance with FAR 16.505(b)(1), ordering Contracting Officers must provide all eligible Contract Holders within a designated Category, NAICS code, and business size representation a fair opportunity to be considered for task and delivery orders.

●      Standard Quoting: Fair opportunity is satisfied when ordering agencies issue Requests for Quotes (RFQs), Requests for Information (RFIs), or Market Research Requests (MRRs) through the official NASA SEWP Quote Request Tool (QRT) at www.sewp.nasa.gov.

●      Exceptions to Fair Opportunity: Exceptions to the fair opportunity process are limited strictly to those authorized under FAR 16.505(b)(2) (e.g., urgent and compelling need, unique or specialized capability, logical follow-on, or statutory requirements) and must be documented by the issuing Contracting Officer.

●      No Post-Award Competition Outside Portal: All solicitations and quotes must be processed through the NASA SEWP system, and items/services quoted must be active on contract in the SEWP Database of Record prior to quote submission.

Quoting, Warranty, & Escalation Policies

●      How to Obtain a Quote: Government customers should submit RFQs/RFIs/MRRs via the NASA SEWP QRT at www.sewp.nasa.gov. For pre-quote technical scoping or assistance, contact Heather Burke (heather.burke@synergistjv.com).

○      Important Notice: All quoted items, services, and labor categories must be on contract in the SEWP Database of Record at the time of quote submission. All orders must be submitted to the SEWP PMO and receive an official SEWP Control Number (SCN) prior to fulfillment.

●      Post-Delivery Policies: Products and solutions delivered under our SEWP VI contract include standard OEM manufacturer warranties and basic post-delivery support. Extended warranties, software maintenance, and custom service level agreements (SLAs) are available as specified at the order level. Installation, configuration, and engineering services are performed per task order schedules. To open a claim or support ticket, contact Heather Burke (heather.burke@synergistjv.com).

●      Order Issue Escalation Path:

1.     Step 1 (Direct Escalation): Contact Heather Burke (heather.burke@synergistjv.com | (843) 810-3767). Most order inquiries and tracking issues are addressed and resolved within 24 hours.

2.     Step 2 (NASA PMO Escalation): If a critical issue cannot be resolved to your satisfaction through our internal team, customers may escalate the matter directly to the NASA SEWP Program Management Office (PMO) Helpline at (301) 286-1478 or via email at help@sewp.nasa.gov.
